Government plan to transform Oxford-Cambridge Arc into UK's fastest growing economic region

The results, due to be published in 2022, will give communities a chance to shape the long-term future of their area and will help to ensure the benefits of growth are felt across the region. To realise the full potential of local economies and the Arc as a whole, the government is also considering how further investment could create jobs, support the delivery of more homes, and support local economic growth. We want to take this region to the next phase of its renaissance by unlocking its full potential and our plans will drive investment where it is needed and ensure, as growth happens, we create well-designed, inclusive and vibrant places and communities. The OxCam spatial framework will allow us to plan positively for growth and we look forward to working with our local partners over the coming months to strengthen our vision and approach to the Arc. We look forward to working together with local people and our local partners to deliver an economy that works for all, underpinned by a high-quality natural environment. This will include planning for and enabling development that is truly inclusive and sustainable which delivers real benefits for our communities and environment now and in the future. The Arc already is home to over 2 million jobs and provides a place to live for over 3.

I also believe without the regional spatial framework we are not going anywhere. We do need clarity from the government. OxCam Arc findings from the Radical Capital report.

Graphic: Cambridge Independent But public opposition to the Arc - and the suggestion that it would lead to one million new homes built there - has been strong, with the Stop the Arc campaign group calling on the government to drop the plans. There is also concern about the lack of democratic input to the structures who may be governing this.

Our internationally renowned cities, their neighbouring towns and rural communities, are home to vital innovation hubs that attract knowledge-led industries and workers and are critical locations to support sustainable and inclusive communities. Backed by a long-term plan and an investment partnership between government and local leadership, the Oxford-Cambridge Arc offers a once-in-a-generation opportunity. In October 2020, local enterprise partnerships, universities and local government leaders across the Oxford-Cambridge Arc unveiled a bold and ambitious vision through a new economic prospectus that was submitted to Government.

However, none of these are proactively planning for the scale of growth the Arc is expected to deliver through to 2050. While some authorities are planning for growth based on half that time period, Local Plan makers are not looking beyond that time horizon. This means their areas are not geared up to take full advantage of the growth potential offered by the Arc. In truth, the Local Plan system in its current form is simply not equipped to deal with a project that covers such a broad geography, timeframe and mix of land uses. For development of this scale, Local Plan makers need the strong and clear guidance a regional plan or other high-level statutory framework can provide. And until the recent announcement of a spatial planning framework for the Arc, this had been absent.

Doing so will include taking a definite position on the future of the Oxford-Cambridge Expressway — work on which is currently paused — and keeping up momentum on the final stage of the East-West Rail link, a project that enjoys widespread support locally and nationally. The government could also go further to set up a separate body responsible for delivering development across the Arc and appoint a ministerial champion for the initiative.

If AI somehow became much more powerful, there are three main ways in which it could end up causing harm, according to Bostrom. They are: AI could do something bad to humans. Humans could do something bad to each other using AI. Humans could do bad things to AI in this scenario, AI would have some sort of moral status. Just look at the atomic bombings of Hiroshima and Nagasaki, for example.

I think there is now less need to emphasize primarily the downsides of AI. Nick Bostrom Asked if he is more or less worried about the arrival of superintelligent machines than he was when his book was published in 2014, Bostrom says the timelines have contracted. Applying careful thinking to massive questions Bostrom says the aim of FHI is "to apply careful thinking to big picture questions for humanity. AI is one of those technologies but there are groups at the FHI looking at biosecurity viruses etc , molecular nanotechnology, surveillance tech, genetics, and biotech human enhancement.

University College London UCL has even updated its website to spell out how students might use ChatGPT to save time on usually laborious bibliographies, acknowledgements and references. Last week, i revealed that civil servants have been asked not to use the AI chatbot to write Government policies or correspondence. The Foreign Office has also warned prospective applicants to its student essay prize that it will be scanning all entrances for the robotic fingerprints of ChatGPT — although it was unable to name which software it would be using when asked by i. In contrast, the International Baccalaureate IB said that said schoolchildren will be allowed to use the chatbot in their essays.
